She was born in Egypt, where she now resides. In 1957 she graduated from the College of Art Education. Amer is Director of the Art Research Unit at the Academy of the Arts and a professor on the faculty of Art Education. She has authored a book and numerous articles on folk art.

A distinguished artist, she received the Cairo Salon Prize in 1973. She participates in many group exhibitions, and her work is in numerous private and public collections in Egypt.

Her solo exhibition sites include: Egyptian Cultural Center, Paris, 1984; International Exhibition, Spoleto, Rome, 1983; Egyptian Academy, Rome, 1983; and Egyptian Cultural Center, Paris, 1973.
